addition of a member firm in Tijuana, in the north west of the country.

DRESA Contadores Públicos - now rebranded as Russell Bedford Tijuana - has offices
located in the Zona del Río business district of Tijuana, five minutes from the US
border, just south of San Diego, and ten minutes from the main maquiladora
(manufacturing / assembly facility) development.

The firm provides a broad range of services - in both Spanish and English -
including accounting, payroll, tax advice, \'maquiladora\' services, audit and
certification for tax administration and social security purposes.

DRESA was established as a public accounting firm in 1962. It is now owned and
managed by Roberto Encinas III. Roberto is a qualified public accountant in Mexico,
and has some 22 years\' professional experience. He became the director of DRESA in
1988. Roberto is also the Canadian Consul in the states of Baja California and
Sonara.

Ramon Marcial, whose expertise is in audit, is also a qualified public accountant
and a principal with the firm.

The firm has recently added two new divisions. The legal services division, headed
by Alejandro Rios, covers corporate and labour law. The quality management
division, which is led by Alberto Duran, offers a full range of ISO 9000 quality
